Steps to Reproduce

1. I just updated the game normally
2. I logged back in

Explanation

I can't change or see my perks. It says it's "disabled by the current Modifier" while in a normal game mode. This is something you see when Chaos Shuffle is out, but it's not. I see other people not having this issue, so I don't know if I'm the only one with this issue.
