Throw Rate Not Increasing After Consecutive Blade Throws

Actual Result:	Blades throw rate seem to be the same no matter how many blades you throw consecutively
Expected Result:	Blades come out much faster, especially after 16 blade throws, as it doubles the throw rate

Steps to Reproduce

1. Load in a match as trickster
2. Just throw more than 8 blades in a row. This should ramp up the throw speed to 150%
3. Even after 16 blades throws which should ramp up to 200% throw rate the throw rate remains the same.
4. Movement speed seems to slow down but the throw rate doesnt amp up.
5. Even without add-ons the issue is still there, as in clip #3.

Explanation

RESULT: Throwing 8 or more consecutive blades doesn't "ramp up" the throw rate as told in the patch notes. The throw rate stays the same thorughout.

From the 9.5.0 patch notes:
After 8 consecutive Blade throws, the throw rate increased by 50%.
After 16 consecutive Blade throws, the throw rate is increased by 100%.
