Ripped Curtain Addon Effect Not Triggering on Axe Downs

Actual Result:	Only the axe being embedded into a Survivor (ie. where they can remove it) applies Ripped Curtain's effect.
Expected Result:	Any hit with the axe applies Mangled and Hemorrhage per the addon's description.

Additional Notes & Comments:	As shown in the video, the addon works when the axe is embedded into Nea but does not get applied when downed (you can see that the status effect timer did not reset).

Steps to Reproduce

1. Hit a healthy survivor with the axe
2. Ripped Curtain applies Mangled and Hemorrhage as intended
3. Hit an injured survivor with the axe (who does not have endurance)
4. Ripped Curtain does not work

Explanation

The Animatronic's Ripped Curtain addon only applies Mangled and Hemorrhage on axe hits that result in the axe being embedded into a Survivor (ie. when healthy or on endurance hits). Downing a Survivor with the axe does not trigger the effect.
