Explanation
Game constantly stutters. It seems to be an issue with the servers. It also stutters in the main menu and during bot matches. This has been happening for months. DBD is the only game it occurs for.
I finally fixed it. I had to delete Nvidia shader cache. This was the only way to fix it. I had the problem for months.
