Phantom Fear Incorrect Terror Radius Location

Actual Result:	Phantom Fear activating around me in what would normally be my Terror Radius.
Expected Result:	Phantom Fear activating around the generator or Obsession as per where my Terror Radius currently is.

Additional Notes & Comments:	I don't know if this is Wraith specific, due to "The Beast - Soot" addon as I've only tried these perks together with the addon equipped, but it may be part of it. I don't know how the code perceives "no longer suppressing" the Terror Radius. Is it possible that by Cloaking and Uncloaking, I'm essentially moving the Terror Radius between where I've left it with the perks and back to myself?

Steps to Reproduce

1. Transfer Terror Radius using Dark Devotion or Unforeseen
2. Leave new Terror Radius
3. Find a survivor not inside of the transferred Radius while Phantom Fear is off Cooldown

Explanation

I'm running Phantom Fear, Distressing, Dark Devotion, and Unforeseen on Wraith along with the common addon "The Beast - Soot" Which keeps my Terror Radius active while I'm cloaked.

After transferring my Terror Radius to the Obsession or generator by using Dark Devotion or Unforeseen, I noticed that Phantom Fear was still proccing around my vicinity rather than around the generator or Obsession.
