Steps to Reproduce

1. Jason is going out of his power (vault)
2. Survivor scream
3. Jason go in front of locker
4. Survivor heads on
5. Killer is not stunned

Explanation

Heads on is not always stunning Jason.
When Jason is going out of his power (in my cases, always had been with vaulting), he is not always stunnable.

This prevent survivors from using Heads on.
