Steps to Reproduce

1. First player selects upgrade as usual
2. Second player selects upgrade before upgrade replacement animation is complete
3. Upgrade selected by second player does not refresh, reducing number of available upgrades for subsequent players.

Explanation

Player selected their upgrade too quickly, upgrade was not replaced with a new one.
