Explanation

Cosmetic Crates are bugged to not give items even if you dont have all cosmetics unlocked. I assume the crates were coded so armor paints/pickaxe parts were in seperate pools from beards, headwears, eyebrows, etc. This means after you collect all armors and pickaxe parts before getting all the other cosmetics, you'll pull a lot of "empty" cosmetics instead of getting what you havent earned.
