Steps to Reproduce

1. It's very random, but all I did was load into a match as survivor
2. I did this on both regular queue and map queue

Explanation

A match can start on survivor without action icons spawning, the ones that are supposed to be next to the survivor portraits (repairing generators, healing, opening gates, cleansing totems, etc)

Here's a screenshot from a public match I was in, we were both healing a survivor but there were no action icons, not even the transparent circle behind it.
