Steps to Reproduce

1. Had 1 upgrade in Ellis
2. Killed Sentinel and deposited
3. Hit upgrade button and chose artifact
4. Chose regular upgrade, no Cooper option
5. Couldn't exit screen/resume game

Explanation

Picked artifact, had 1 upgrade in the bank, selected it, no Cooper option, game then locked on upgrade screen, no way out, had to alt tab/ctrl alt delete out
